Marianne Couch, JD, of the COKALA group, is an advisor on U.S. federal and state tax
information reporting compliance, an author, and a frequent lecturer at major tax conferences.
She served for many years as Research Director of Balance consulting, and chaired special
training and advisory services provided to large organizations and academic and nonprofit
institutions. Marianne is a current member of the IRS Information Reporting Program Advisory
Committee, and serves as Chair of the IRPAC Subcommittee on Small Business and
Self-Employed (SBSE) tax issues.
Linda Dodd-Major, JD, provides strategic consulting for immigration matters pertaining to
business, employment and education, as well as employment eligibility verification (Form I-9)
compliance. She formerly served as creator and Director of the U.S. Immigration and
Naturalization Service Office of Business Liaison, and as counsel to the INS Programs
Division. Her expertise includes converting the complex, interrelated laws, regulations, policies
and procedures into practical options for organizations that hire or make payments to non-U.S.
individuals or entities.
Jerri LS Langer, JD, LLM, of the COKALA group, is an expert advisor on domestic and
international tax withholding and information reporting in payroll and accounts payable. She
served as a Director in Deloitte & Touche assisting clients on a national basis; and
subsequently as Chief Tax Compliance Officer of ProBusiness Services, Inc. She later was a
Director in Balance Consulting, leading its advisory services. Jerri is a past member of the IRS
Information Reporting Program Advisory Committee (IRPAC), where she was Subcommittee
Chair on Legislation and Regulatory Matters. She is a Director of NATRPM, the National
Association of Tax Reporting and Payroll Management.
Paula Singer, JD, concentrates her practice on cross border tax and legal matters for
individuals and businesses. She is a partner in the law firm, Vacovec, Mayotte & Singer, LLP,
and co-founder of Windstar Technologies, Inc., nationally-known leader in solutions for
international tax and immigration compliance for payments to foreign workers, scholars and
international visitors. In 1995, Paula assisted the IRS with the design of the Form 1040NR-EZ
tax return. She frequently lectures on international tax matters and has published numerous
articles on international tax topics. She is the author of a series of books under the collective
title U.S. Tax Guides for Foreign Persons and Those Who Pay Them, published by Windstar
Publishing, Inc.
Terri Crowl is a Senior Product Support Analyst at Windstar Technologies. She formerly served
as the International Tax Coordinator at George Mason University, where she oversaw all
payments made by the University to nonimmigrants and was responsible for proper tax
reporting and withholding. Terri has been working in the field of nonresident alien taxation
since the early 1990s and in international education since 1989.
